PROPOSING: AMERICA’S CONSTITUTION LOBBY
WILL YOU JOIN WITH US TO MAKE IT HAPPEN?
The We The People organization will facilitate the financing, construction and operation of a
Citizen Vigilance Center in each State Capital, modeled after Jefferson’s iconic estate Monticello.
These Centers, manned with paid attorneys and staff, will provide legal expertise and management
resources to help the People hold their elected officials accountable through civic education and civic action.

Editor’s note: We are grateful for all the individuals and organizations who are devoted to our federal and state constitutions. This article in no way diminishes the importance of and need for their continuing presence and accomplishments. However, no one organization has the organization, power and money to stop and reverse the across-the-board violations of our constitutions: most focus on education, avoiding action; some are activist in nature, but focus on a single issue or two; few, if any, are devoted to the defense of our State Constitutions and those local constitutions known as City Charters. What’s needed is a true constitution lobby with the organization, power and money needed to truly hold government accountable to our constitutions. This article presents our view of what’s needed. Please let us know if your vision of a constitution lobby differs from ours and if we can include your comments in one of our updates. The We The People organization exists to establish a permanent nationwide, grassroots network of informed People committed to the personal duty of Citizen vigilance in the cause of securing Constitutional Governance and Accountability, by raising the consciousness of our citizens above and beyond politics, personalities and parties to the principles, prohibitions, restrictions and mandates of our Charters of Freedom -- the Supreme Law of our Land.
After decades of dedicated efforts to provide civic education and conduct appropriate civic actions in defense of the Constitution and the individual Rights of Free People, the organization is now compelled to step up its national initiatives during this critical time in America.
The organization, built upon a balanced operational and management framework capable of supporting its communications, financing and mission needs, proposes to become an Effective Voice for the People, by comprising citizens in every state who are devoted to this Cause, who will be in touch with one another through a totally reliable communications system, and who are sufficiently organized and financed to:
· effectively and consistently monitor the official actions of public officials within their town/city, county, state and federal levels of government;
· measure the actions of their public servants against the requirements of their City Charters, state and federal Constitutions, laws and oaths of office;
· in the event of a conflict or violation, prepare and serve a constitutionally protected First Amendment Petition for Redress of the Grievance and remedial instructions for its remedy, upon all responsible parties;
· facilitate public awareness about the violation(s) and remedy(s), and apply public pressure upon the served parties to reply and/or comply with the remedy(s);
· in the event of no response, take steps to enforce the Rights of the People that have been violated, engaging all members and supporters.
The We The People organization seeks to ensure that the power of America’s system of governance is returned to the People and that all elected officials become true servants of the People, whose very first obligation is to keep the People Free.
The We the People organization assists the Free People of all fifty states to establish a culture and environment where all elected officials will feel more reverence for the People and their Constitutions than they do now. Our government, at all levels, will know a critical mass of People - well educated about their Rights and the means to secure them - are watching and are ready to hold them accountable to the Constitution and Law, without undue reliance on the electoral process, and regardless of their political party.
The We The People organization seeks to assist the Free People of all fifty states in developing the tools to finance the construction and operation of a highly visible Citizen Vigilance Center in each State Capital. These Centers will be manned with paid attorneys and professional staff who will support the on-demand needs of the People’s Constitutional Monitors, located in towns and cities across the State, i.e., those patriotic citizens with sufficient passion, personal time and resources available to help maintain constitutional order.
The We The People organization shall assist the Free People in each of the fifty states to see to it that the guarantees of the Constitution and its essential underlying principles shall be upheld and maintained, rather than ever again be set adrift by the ceaseless whims, promises and assurances of men (or politicians), who, by their very nature, can guarantee nothing, and will typically deliver far, far less.
The Need
Government at every level in America has been operating in sharp contrast to the way they have been designed and authorized by the People to work. Ongoing departures from essential, fundamental principles of Liberty in the one instance becomes a precedent for a second, that second for a third and so forth, until, as Jefferson warned, "[T]he bulk of society is reduced to be mere automations of misery…."
The situation continues to deteriorate as constitutional violations mount, pushing the country headlong into further debt, dependency and decay.
Notably, the judiciary is no longer acting as an independent, co-equal branch of the government, i.e., a constitutional forum to “check” the abuses of (and Grievances against) the political branches of government. Instead, the record of the WTP organization has clearly documented legal challenges to governmental behavior by ordinary, nonaligned citizens that have been met with judicial collusion or collaboration with the executive and/or legislature branches. Even if a decision dishonors the Constitution, the judiciary is now seen to cooperate with the executive and/or legislature, blurring the lines of “Checks and Balances” which are fundamental to the health of our Republic.
The We The People organization has learned that when it comes to confronting uncivil, unjust and unauthorized acts of government, i.e. when government steps outside the boundaries drawn around its power by our written Constitutions, the education of citizens is for naught unless that education is coupled with civic action by a critical mass, ready, willing and able to enforce their Rights, intelligently, rationally, legally and non-violently.
As Frederick Douglas said in 1849:
"Power concedes nothing without a demand. It never did, and it never will.
“Find out just what the people will submit to and you have found out the exact amount of injustice and wrong which will be imposed upon them; and these will continue until they have resisted with either words, or blows, or by both. The limits of tyrants are prescribed by the endurance of those whom they suppress."
THE TWIN PILLARS FOR ENSURING
THE PEOPLE’S FREEDOM:
CIVIC EDUCATION AND CIVIC ACTION
“The price of freedom is eternal vigilance…”
“The People are the only sure reliance for the preservation of Liberty...” Jefferson
The Free People of America are learning the Fundamentals of Freedom: we must never again turn our attentions away from our public servants; we can no longer afford to rely entirely upon elections to reverse wrongs; we can never again assume that the Supreme Laws, which established America and are to guide Her Destiny, will be obeyed by our elected officials without our continuing vigilance and action.
Instead, we must fulfill the extra-governmental processes available to the citizenry to insure the public officials’ reverence for the Constitution and the Rule of Law.
The We the People organization shall assist the Free People in each of the States through the inextricably intertwined, measured disciplines of civic education and civic action. Under the circumstances, one without the other will be of no avail.
The need for civic education is two-fold:
Ignorance is incapable of self-government. To be free, the People must know what their Rights are, and what the Obligations of public officials are. We must rectify the abject failure of our education institutions to teach the history, meaning, effect and significance of every provision of the Declaration of Independence and our State and Federal Constitutions; and
The citizenry must learn how to intelligently, rationally and peacefully confront unconstitutional and illegal behavior by those wielding governmental power.
The need for civic action is two-fold:
The Constitution cannot defend itself and will not be defended unless the People defend it. Constitutional governance is simply not possible through political and governmental processes, with or without the nefarious control and influence the major political parties, special interests and monied entities have over the selection and behavior of our legislators, governors and judges, virtually ensuring the impossibility of Righteous reform or Redress. Individual Rights are guaranteed by the words of the Constitution, not the transient and biased will of those in Congress or our State Legislatures; and
Individuals and small groups cannot prevail in the task of keeping our elected officials within the boundaries drawn around their power by our written Constitutions. Instead, true reform requires an organized pro-active, non-violent, mass-movement comprised of knowledgeable and committed Citizens, guided by the moral imperatives of securing the Freedom of the People and their Individual Rights, and limiting the actions of all public officials to those authorized by our Constitutions.
ACCOMPLISHING THE MISSION
The WTP organization includes two separate corporations connected by a mutuality of purpose, operating in tandem and close coordination, We The People Foundation for Constitutional Education, Inc. and We The People Congress, Inc.
We The People Foundation for Constitutional Education, Inc., is a civic research and education entity that focuses on the Federal Constitution, providing constitutional education, outreach and assistance to our citizens, scrutinizing government behavior according to constitutional questions, as a non-partisan, non-political entity thereby avoiding all political activity.
WTPF is supported entirely by donations from the People.
The Foundation will:
Lead educational and legal research efforts primarily focusing on the federal Constitution, the (Federal) Government’s violations thereof, and the People’s inherent Rights, guaranteed by the First and Ninth Amendments, to secure Redress for their Grievances and restore Constitutional Order;
In the event of no response from their federal officials to a Petition for Redress
prepared and served by the Foundation, it is the We The People Foundation that will call upon the We The People Congress in each State to enforce the Rights of the People that have been violated, engaging all members and supporters.
We The People Congress, Inc. is a civic education and civic action entity that focuses on the State Constitutions and City Charters in each State, taking appropriate peaceful and lawful actions to remedy government improprieties until they are resolved according to constitutional law.
The Congress shall be comprised of a non-partisan group of members who will develop from the ordinary, non-aligned citizenry of each state, avoiding political activity. Members will be committed to what Mahatma Gandhi and Martin Luther King, Jr. referred to as a "pro-active, non-violent, mass-movement" with the goal of achieving and maintaining constitutional governance in America.
WTPC shall be supported by the dues of its members and donations from the People.
The Congress will finance, construct, own and operate a Citizen Vigilance Center in each State Capital, manned with paid attorneys and staff who will provide the necessary legal expertise and management resources to:
Lead civic education outreach on State Constitutions and City Charters, the (Local and State) Governments’ violations thereof, and the People’s inherent Right to secure Redress of their Grievances;
Articulate and coordinate citizen vigilance and enforcement efforts across each state;
Organize and assist Constitutional Monitors to be located in towns and counties across the State: semi-retired or retired volunteers or those requiring a small stipend who will:
Systematically, routinely and quietly monitor what their elected officials are saying and doing at their town, city and state and federal levels of government;
Compare what their local and State elected officials are doing with the requirements of their state Constitutions, City Charters, and Law;
Together, the members of the We The People Congress will lead civic actions directed at securing fundamental Rights when public officials choose to ignore any provision of their written Constitutions, and ignore the People’s Petitions for Redress of that Grievance.
It is the We The People Congress in each State that the elected officials will come to listen to, knowing their outside political influences and natural proclivity to operate without accountability are no match against the committed curative efforts of the We The People Congress.
Conclusion
The We the People Organization recognizes that the path back toward Freedom will be difficult and that to secure permanent fundamental change in how governments currently behave and operate requires the enlightenment of our People and those we elect as public servants.
Until the tide is reversed, there may be contentious confrontations involving the true nature of limited government and Individual Rights inherent in our Founding Documents.
Ultimately, these inseparable values must be integrated into our educational system, to be imbued in the consciousness of our young people for generations to come. In order to live Free, the future citizens of each state must understand the history, meaning, effect and significance of every provision of the documents that frame their Republic, and be instructed in their duty to defend the Republic by holding their public officials accountable to those provisions.
Those who participate in the fulfillment of this Mission and Vision will:
· secure the power of the People as it was intended from the time of America’s Founding;
· ensure the proper role of public officials as servants, securing the Rights of the People;
· honor the genius of our Declaration of Independence and State and Federal Constitutions;
· be embraced by the Spirit or our Revolution;
· experience the Divine Gift of Liberty; and
· fulfill the solemn duty to preserve and carry all this forward -- not only for our progeny, but for all Mankind.

We have been putting together a series of events, to take place during the next five months, all in support of moving the Constitution Lobby from concept to reality. We will present the schedule and events in our next issue.

Union leadership, lobbyists, associations, and non-profits (non-governmental tax spending advocates) have gained access to our State level pension systems for local governments and teachers. Who are these groups?
Challenge Day 5- Nerds that glitter- School treasurers out-earning state treasurer.
Some school district treasurers are making up to 161% more in salary than the state treasurer. One monthly pension was 131% higher than the salary of the current state treasurer! Take a guess: How much are their annual salaries: $100,000; $200,000 or $300,000? What industry associations are rewarding such behavior?
Challenge Day 6- Making Hay- the upper end of public service.
From the local units on up to state government, how many public employees have a salary greater than the governor? Where do they work?

The security chief of ousted Libyan leader Colonel Gaddafi has fled the country and is now in neighbouring Niger, according to officials there. Gaddafi wasn't said to be part of the convoy that crossed the border on Tuesday, while Burkina Faso has denied claims it's ready to provide asylum. Before the start of the anti-Gaddafi campaign, America's CIA and Britain's MI6 were allegedly sending terror suspects to Libya for interrogation and torture. The claims, based on diplomatic documents recently found in Libya, have sparked outrage. But anti-war activist Don DeBar says U.S. intelligence will always find a way to spin the story.

The Arrogance of Authority
A DEA officer stopped at a ranch in Texas , and talked with an old rancher.
He told the rancher, "I need to inspect your ranch for illegally grown drugs."
The rancher said, "Okay, but don't go in that field over there.....", as he pointed out the location.
The DEA officer verbally exploded and cut him off mid sentence saying,

"See this badge?! This badge means I am allowed to go wherever I wish.... On any land !!

The rancher nodded politely, apologized, and went about his chores.
A short time later, the old rancher heard loud screams, looked up, and saw the DEA officer running for his life, being chased by the rancher's big Santa Gertrudis bull.....
With every step the bull was gaining ground on the officer, and it seemed likely that he'd sure enough get gored before he reached safety. The officer was clearly terrified.
The rancher threw down his tools, ran to the fence and yelled at the top of his lungs.....
"Your badge, show him your BADGE....... ! !"

The Arrogance of Authority
A DEA officer stopped at a ranch in Texas , and talked with an old rancher.
He told the rancher, "I need to inspect your ranch for illegally grown drugs."
The rancher said, "Okay, but don't go in that field over there.....", as he pointed out the location.

When did it become the role of government to create jobs?
Is America so lost that we need a president who has never worked in the private sector to tell us how to create jobs? Didn’t we create jobs for the last 200 years without the help of Big Brother?
This week's action item: Contact Meet the Press; suggest GOOOH as topic for their show.
Whatever happened to the concept of a limited federal government? Do you think it has even crossed the minds of the politicians that maybe they should just get out of the way?
Our government is bankrupt. It has no money. Politicians print and borrow by the trillions, not understanding doing so only exacerbates the problem.
Politicians do not have an answer. They have nothing to offer but catchy slogans and more spending. If government spending was the solution, wouldn’t $15 trillion of borrowing have solved everything by now? As for slogans, has anything changed? What hope can we have with politicians of either party in the way?
It is time we address the root cause of our problems. It should be crystal clear to every person in the country the problem is POLITICIANS! Until we select leaders who do not care about party or career, the situation will only get worse. We do not have much time.
Imagine what would happen if we elected men and women who would serve the people. Instead of borrowing even more money, would we shut down failed bureaucracies like Fannie, Freddie and the Department of Education? Would we see ridiculous regulations eliminated and our legal system reformed? Would the tax code be simplified and egregious retirement packages cancelled? Would there be major reductions in foreign aid and farm subsidies? Would our troops be stationed along our own borders instead of living in bases on foreign soil?
What we know for certain is that nothing of significance will change if we continue electing the same politicians. If we send 90% of the same people back to Washington, the only thing that will change will be the magnitude of our debt and the severity of the problem. Hope will be gone.
We have it in our power to elect new leaders. Every seat in the U.S. House of Representatives is up for vote. We have a simple way to challenge incumbents in the primaries. That is where they are vulnerable. We will begin selecting candidates in two months. Will you help lead the effort in your district? As a reminder, we will be asking for donations in two weeks. Are you prepared to help us launch the effort?
We ask all members to promote GOOOH daily on your Facebook pages. Follow @GOOOH on Twitter and retweet our messages. Join groups like FreedomConnector or post in forums like The Daily Show. Reach out to others searching for ways to force governmental change (these are just examples).

On October 19, 1781 George Washington sent a letter to the Continental Congress reporting the American victory over the British Army at Yorktown. Yet, seven months later in May of 1782 conditions in the army and the plight of the soldiers and their families were so bad, Col. Lewis Nicola, one of Washington's officers, wrote a seven page letter to his commander in chief urging him to march on congress and seize control of the American government.
"This war must have shown to all," he wrote, "but to military men in particular, the weakness of republics."
Washington declined.
The years following Cornwallis' defeat and the Constitutional Convention that met in 1787 were called the "critical period." Under the Articles of Confederation, there was no national executive or courts and congress had no authority to tax or force the state governments to actually do what they promised to do. Yet it did have war veterans that had not been paid and other war debts, including loans from France, Spain and Holland that needed to be paid; it had western territories to manage and it needed to trade with and send ambassadors to other nations.
Washington and his troops had often lacked the supplies, food, clothing and necessary weapons and ammunition they needed because there was no unified executive or power to tax. In 1783 he wrote a letter to each of the 13 governors in the states sharing both his vision for the new nation , his concerns for its survival and listed "four things which, I humbly conceive, are essential to the well-being, I may even venture to say, to the existence of the United States, as an independent power: [1]
"First. An indissoluble union of the States under one federal head.
"Second. A sacred regard to public justice.
"Third. The adoption of a proper peace establishment; and,
"Fourth. The prevalence of that pacific and friendly disposition among the people of the United States which will induce them to forget their local prejudices and policies; to make those mutual concessions, which are requisite to the general prosperity; and, in some instances, to sacrifice their individual advantages to the interest of the community.
"These are the pillars on which the glorious fabric of our independency and national character must be supported. Liberty is the basis; and whoever would dare to sap the foundation, or overturn the structure, under whatever specious pretext he may attempt it, will merit the bitterest execration and the severest punishment which can be inflicted by his injured country."
An economic depression in America followed the signing of the Paris Peace Treaty of 1793 and in 1785 debt-ridden farmers in Massachusetts had rebelled when the legislature adjourned without addressing their petitions to stop farm and home foreclosures. Daniel Shays[2] with some 500 men, mostly war veterans, marched on the Massachusetts Supreme court meeting in Springfield forcing it to adjourn prevent foreclosures.
On August 7, 1786 Charles Pinckney of South Carolina introduced a proposal in Congress to address the problems facing America by reorganizing the government. In September the Annapolis Convention "to address the weaknesses of the Articles of Confederation," was signed by James Madison, Alexander Hamilton, John Dickinson and Edmond Randolph. James Madison introduced a resolution at the Conference[3] that stated:
"Having witnessed, as a member of the Revolutionary Congress, the inadequacies of the power conferred by the Articles of Confederation, and having become, after the expiration of my term of service there, a member of the Legislature of Virginia, I felt it to be my duty to spare no effort to impress on that body the alarming condition of the United States proceeding from that cause, and the evils threatened by the delay, in applying a remedy."
Madison and others, including George Washington, felt a total reorganization of the central government was the only hope for the nation's survival. The Annapolis Conference unanimously passed Madison's resolution and the date was set for the Constitutional Convention on May 14, 1787. When the Convention convened, the delegates chose George Washington as its president and the Virginia Plan, written by James Madison but introduced by Edmund Randolph opened the discussion by identifying defects in the Confederation which they identified, as:Congress commanded little respect and no support from state governments anxious to maintain their power. Congress could not raise funds, regulate trade, or conduct foreign policy without the voluntary agreement of the states.
Frequent failure of the Congress to improve the poor attendance by the state delegates even prevented the ratification of the Paris Peace Treaty to end the Revolution. The states were under no obligation to Congress to pay the nation's bills because Congress could not raise funds, regulate trade, or conduct foreign policy without the voluntary agreement of the states. States were under no obligation to pay their fair share of the national budget; they violated international treaties with abandon.
By June of 1786, the financial condition of the new United States was so desperate the Treasury Board[4] warned that disaster loomed. Congress had requested $3 million from the states, but only about $100,000 had been paid to the national government.
Under the Articles of Confederation, Congress had no authority to control commerce between America and Foreign nations or to collect taxes. James Madison's plan, which was called the Virginia Plan[5] and introduced by fellow Virginian Edmund Randolph, was to recreate the United States under an entirely different form of government - a republican model. In a republic, the people are the ultimate power, but the people transfer that power to representatives. This was in contrast to the Confederation model of the time, when the state assemblies appointed members of Congress. His vision included separate authorities with separate responsibilities, allowing no one to control too much of the government; and a dominant national government, curbing the power of the states.
This began a national debate that continues to today - states rights versus the national government's rights under the U.S. Constitution.
When the Constitution was adopted, the final style and the Preamble[6] were written by delegate Governeur Morris[7] from Pennsylvania who was well known for his writing ability. The preamble states:
"We the People of the United States, in Order to form a more perfect Union, Establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution of the United States of America."
In fifty words the preamble captures both the history and reason for adopting the Constitution and the most controversial issues that led to the change of government from a mostly democratic government at the federal level to a republican government and its authors hope for the future of the Nation. The experience of the delegates to the Constitutional Convention, especially those who had been soldiers, convinced them that domestic tranquility depended on the nation being able to defend itself.
The delegates to the 1787 Constitutional Convention were among the best and brightest America had at the time, but they had created a form of government that was for everyone - not just an elite, such in a monarchy. So, it was not, "We the nobles" or "We the politicians" but for "We the People." They created a government that was not handed down by God or a king but what was created by the people.
The goal of the founders was to correct the problems that they were experiencing under the Articles of Confederation. The past 213 years has proved that, while it has been amended a number of and still may not be perfect, but it has worked well when the people chose representatives and presidents who followed the Constitution.
The Preamble also states that the Constitution would establish Justice. Injustice, unfairness of laws and in trade was of great concern to the people of 1787. To correct that injustice the Constitution establish a court system with national uniformity and fair trade, rather than monopolies controlled by the king or favored aristocrats, became law. Today, Americans enjoy a system of justice that is the fairest in the world.
"Domestic tranquility" was addressed by George Washington's recommendation that the veterans of the Revolution be paid by the new federal government giving the veterans western lands that enabled them to support their families during the depression that followed the war. "Domestic tranquility"was restored by addressing the problem that caused some of those veterans to close down the courts in Massachusetts. Peace among the citizens and tranquillity at home was a prime concern.
Since there still was fear that the new United States might be attacked by other nations - France, Spain and perhaps again England, and various Indian nations, the preamble states that the Constitution would "provide for the common defense." The States needed to have the support of each other to survive.
The new Constitution, the preamble states, also would promote the general Welfare. It was designed for a nation built on free enterprise and the development of undeveloped western land.
And, finally, the Constitution would secure the Blessings of Liberty to ourselves and our Posterity. The blessings of liberty and the protection of that liberty was something they had all fought hard for just a decade before.
The final words proclaim that "we the people" do ordain and establish this Constitution for the United States of America. The US Constitution created the rule of law and was adopted by voters in all the states, not just by a small group of self-appointed politicians. It is not attributed to man but to a Higher Power that "ordained" it.
In 1788, after being ratified by eleven states, Congress passed an act setting the first nationwide election to choose electors. The electors chose George Washington, and in Paris, on April 29, 1789, the day before Washington was inaugurated, Gouverneur Morris, wrote a letter to Washington[8] while in France on business stating:
"The materials for a revolution in this country are very indifferent. Everybody agrees that there is an utter prostration of morals; but this general position can never convey to an American mind the degree of depravity. ... I own to you that I am not without such apprehensions, for there is one fatal principle which pervades all ranks.
"... The great mass of the common people have no religion but their priests, no law but their superiors, no morals but their interest."
Morris was right. The depravity and "lack of morals" in the French revolution combined with Jean Jacque Rousseau's Social Contract[9] that declared the State was "master of all" the goods of its citizens, led to confiscation of property during the Reign of terror, as well as the slaughter of hundreds of thousands of French men, women and children, especially Vendee.[10] The French Declaration of the Rights of Man declared: "Rights to liberty, property, security and resistance of oppression" were "imprescriptible", i.e. legal rights created by government, later the founding principles of socialism and communism.
The American Declaration credits "our Creator" for our rights to life liberty and the pursuit of happiness.
By 1792, the American Minister to France tried, unsuccessfully, to help save the life of King Louis XVI, who had given or lent America the military aid, military officers, its first warship, ammunition and the help of the French Navy to defeat England.
While the American Declaration and government GAVE property to citizens, France's Declaration TOOK property from citizens and the Church and gave it to the government.

So, it was not, "We the nobles" or "We the politicians" but for "We the People." They created a government that was not handed down by God or a king but what was created by the people.
The goal of the founders was to correct the problems that they were experiencing under the Articles of Confederation. The past 213 years has proved that, while it has been amended a number of and still may not be perfect, but it has worked well when the people chose representatives and presidents who followed the Constitution.
The Preamble also states that the Constitution would establish Justice. Injustice, unfairness of laws and in trade was of great concern to the people of 1787. To correct that injustice the Constitution establish a court system with national uniformity and fair trade, rather than monopolies controlled by the king or favored aristocrats, became law. Today, Americans enjoy a system of justice that is the fairest in the world.
"Domestic tranquility" was addressed by George Washington's recommendation that the veterans of the Revolution be paid by the new federal government giving the veterans western lands that enabled them to support their families during the depression that followed the war. "Domestic tranquility"was restored by addressing the problem that caused some of those veterans to close down the courts in Massachusetts. Peace among the citizens and tranquillity at home was a prime concern.
Since there still was fear that the new United States might be attacked by other nations - France, Spain and perhaps again England, and various Indian nations, the preamble states that the Constitution would "provide for the common defense." The States needed to have the support of each other to survive.
The new Constitution, the preamble states, also would promote the general Welfare. It was designed for a nation built on free enterprise and the development of undeveloped western land.
And, finally, the Constitution would secure the Blessings of Liberty to ourselves and our Posterity. The blessings of liberty and the protection of that liberty was something they had all fought hard for just a decade before.
The final words proclaim that "we the people" do ordain and establish this Constitution for the United States of America. The US Constitution created the rule of law and was adopted by voters in all the states, not just by a small group of self-appointed politicians. It is not attributed to man but to a Higher Power that "ordained" it.
In 1788, after being ratified by eleven states, Congress passed an act setting the first nationwide election to choose electors. The electors chose George Washington, and in Paris, on April 29, 1789, the day before Washington was inaugurated, Gouverneur Morris, wrote a letter to Washington[8] while in France on business stating:
"The materials for a revolution in this country are very indifferent. Everybody agrees that there is an utter prostration of morals; but this general position can never convey to an American mind the degree of depravity. ... I own to you that I am not without such apprehensions, for there is one fatal principle which pervades all ranks.
"... The great mass of the common people have no religion but their priests, no law but their superiors, no morals but their interest."
Morris was right. The depravity and "lack of morals" in the French revolution combined with Jean Jacque Rousseau's Social Contract[9] that declared the State was "master of all" the goods of its citizens, led to confiscation of property during the Reign of terror, as well as the slaughter of hundreds of thousands of French men, women and children, especially Vendee.[10] The French Declaration of the Rights of Man declared: "Rights to liberty, property, security and resistance of oppression" were "imprescriptible", i.e. legal rights created by government, later the founding principles of socialism and communism.
The American Declaration credits "our Creator" for our rights to life liberty and the pursuit of happiness.
By 1792, the American Minister to France tried, unsuccessfully, to help save the life of King Louis XVI, who had given or lent America the military aid, military officers, its first warship, ammunition and the help of the French Navy to defeat England.
While the American Declaration and government GAVE property to citizens, France's Declaration TOOK property from citizens and the Church and gave it to the government.
